We are looking for a dedicated and detail-oriented Regional Procurement Executive to join our team at the West Africa and South Africa Regional Office in Accra, Ghana.
This individual will manage and oversee the Landside procurement process for all countries within the West Africa and South Africa Region. This scope of procurement activities includes (but may not be restricted to), container depots, trucking vendors, container repair yards, etc. The role will be responsible for the good governance of procurement processes in the region, as well as the ongoing management of vendors, to ensure compliance with agreed performance frameworks. The ideal candidate will require a high degree of structure, proactivity, and ownership in establishing new processes across multiple geographies. Strong stakeholder management will also be required when challenging the local agencies and managing change in the processes.
Key Responsibilities:
• Lead and manage comprehensive procurement operations across the region, ensuring alignment with organizational goals and compliance standards.
• Supervise vendor master data management and oversee the full procurement cycle including Request for Quote (RFQ)/Request for Purchase (RFP) issuance, competitive bidding, contract negotiations, purchasing, and post-procurement activities.
• Support country teams in conducting procurement needs assessments to inform RFQ preparation and strategic sourcing decisions.
• Design and implement a transparent and efficient vendor evaluation framework that upholds fairness and regulatory compliance.
• Document due diligence procedures and collaborate with local agencies to establish robust vendor selection criteria.
• Facilitate contract lifecycle management by coordinating between end users (Agency), local vendors, and Singapore HQ to ensure governance and accountability.
• Develop and maintain a supplier relationship management system to enhance operational efficiency and supplier performance.
• Serve as a backup for equipment inventory monitoring, ensuring timely availability of assets at local agency sites.
• Provide support to the logistics lead by working with PIL agencies and HQ to plan equipment supply based on stock assessments and demand forecasts.
• Assist in tracking long-stay containers (full and empty) at regional depots and terminals.
• Contribute to coordination of the off-hire/sublease/on-hire process.
Must Have:
• Bachelor’s degree preferably in procurement and supply chain and over 5 years’ relevant working experience in managing end-to-end procurement.
• Experience in a regional role and/or shipping industry is preferred.
• Good working knowledge of end-to-end procurement processes and practices, including post-procurement activities.
• Good understanding of industry standard procurement best practices.
• A fair knowledge and understanding of project management processes will be an advantage.
• Good negotiation and influencing skills.
• Good working knowledge of depot operations and trucking operations.
• Strong communication skills, French is a definite advantage.
• Proficient in Microsoft Office 365.
