We are seeking a highly motivated and experienced Head of Pacific Manning (Colombo) to join our dynamic team at PIL. 

 

Key Responsibilities:

 

  • Lead and manage the operations of PMA Colombo, ensuring the effective functioning of the Manning Agency and alignment with PIL’s objectives.
  • Provide administrative and professional leadership to the recruitment and crewing functions in Sri Lanka, ensuring compliance with all relevant Conventions and Codes such as MLC 2006.
  • Develop and implement strategies for crew recruitment, retention, and career progression for Sri Lanka seafarers while ensuring compliance with local and international regulations.
  • Ensure timely and cost-effective crew logistics, including onboarding, offboarding, certifications, flag state compliance, medical fitness, and other documents.
  • Oversee the accurate maintenance of crew records in the crewing software and ensure prompt submission of required documents to statutory offices.
  • Conduct regular audits and ensure compliance with agency certifications such as RPSL, MLC, and other regulatory requirements.
  • Ensure that all seafarers employed through PMA Colombo meet the highest standards of competence, professionalism, statutory compliance and good moral character.
  • Maintain and improve the agency’s Quality Management System (QMS), ensuring conformity with ISO International Standards and addressing non-conformities effectively.
  • Follow up on all medical cases of seafarers managed by PMA Colombo and report to Insurance team accordingly
  • Ensure that local regulations, and company objectives are consistently met.
  • Monitor and analyze performance data to drive continual improvement.
  • Communicate and cultivate the company’s culture and core values among seafarers managed by the PMA office, fostering loyalty and understanding.
  • Support training initiatives to develop the skills, proficiency, and welfare of officers and ratings.
  • Assist to develop the knowledge and skill proficiency of seafarers regarding health, safety, security and environmental protection.
  • To ensure all seafarers managed by PMA Colombo complies with the training requirements of Head Office and statutory regulations.
  • Prepare and manage the Manning Agency’s budget, ensuring optimal allocation of resources and cost-effectiveness.
  • Submit timely manning fees to Head Office.
  • Provide regular reports to the Head Office on crewing activities, performance metrics, local seafarer wage trends and the local seafarer landscape.
  • Report to Singapore office on relevant crewing aspects such as “Notification of Readiness” (ANOR) of seafarers managed by PMA Colombo.
  • Build and maintain strong relationships with crew unions, manning agencies, and other stakeholders.
  • Attend local meetings/seminars pertaining to crewing aspects in Sri Lanka.
  • Address seafarer concerns and agency-related issues promptly and effectively.

  • Proven experience in leading a Manning Agency in crewing operations and training.  
  • Strong leadership and decision-making skills.
  • High emotional intelligence with excellent people management abilities.
