We are seeking an experienced and dynamic individual to support the Global Invoicing & Receipting Project within our container shipping operations. This role focuses on the operational aspects of invoicing and receipting, ensuring alignment with the upstream operational processes leading to the finance streams. The ideal candidate will have expertise in container shipping operational workflows, billing accuracy, revenue recognition, and cross-functional collaboration with finance, customer service, and IT teams.
Based in Singapore, this role leads the company’s global maritime training strategy, ensuring the development of a highly skilled and future-ready workforce. This role is responsible for overseeing all training initiatives, competency development, and regulatory compliance across deck, engine, and dual-fuel vessel operations. The AGM provides strategic direction, aligns training programs with business goals, and ensures the continuous professional growth of seafarers and shore-based personnel. Reporting directly to senior management, this position plays a key role in shaping the company’s long-term training vision, operational readiness, and compliance with evolving industry standards.
Key Responsibilities:
Strategic Leadership & Training Development
- Develop and drive the company’s training strategy to ensure a structured pipeline of skilled seafarers, covering all disciplines (Deck, Engine, Catering)
- Identify training needs across all ranks to eliminate skill gaps and ensure officer career progression through structured promotion pathways.
- Oversee the cadet training program, working closely with the Crewing Department to recruit, train, and nurture the next generation of seafarers.
- Direct the development and implementation of in-house training programs, simulation-based learning, and technical courses.
- Collaborate with engine manufacturers, shipyards, and training institutions to integrate specialized training for LNG dual-fuel vessels, engine operations, and regulatory compliance (IGF Code, STCW, etc.).
- Lead the adoption of innovative training methodologies, including simulation training, VR/AR technology, and digital learning platforms.
- Ensure the Environmental Compliance Plan (ECP) training is conducted and systematically documented for ship and shore staff.
- Maintain strong engagement with industry forums, training providers, and regulatory bodies to stay ahead of emerging trends and best practices in maritime training.
Operational Oversight & Compliance
- Ensure all training programs align with international and local maritime regulations, such as STCW, MLC 2006, SOLAS, MARPOL, and flag state requirements.
- Oversee training center partnerships, external training provider evaluations, and regulatory compliance audits.
- Work closely with QSS, Technical, and Crewing teams to implement training solutions addressing audit findings, safety reviews, and performance gaps.
- Supervise the verification and compliance of seafarer certifications, ensuring statutory and industry training requirements are met.
- Manage pilotage, towage, and port feasibility studies in collaboration with operations teams to support new vessel deployment and regional expansions.
Budget & Resource Management
- Develop and oversee the training department’s annual budget, ensuring cost-effective execution of training initiatives.
- Review and approve purchase orders, invoices, and financial planning related to training programs.
- Optimize resource allocation by evaluating the cost-effectiveness of training centers, vendors, and simulation programs.
Engagement & Collaboration
- Build strong relationships with maritime academies, manning agencies, regulatory bodies, and industry stakeholders to enhance training programs.
- Partner with engine manufacturers such as WINGD, Wärtsilä, Techcross and training providers to integrate manufacturer-specific training modules for new technologies.
- Represent the company in industry committees, conferences, and external forums to advocate for best practices in maritime training.
- Ensure seamless coordination between training, operations, and crewing departments to align training with real-world operational demands.
Organization Development & Leadership
- Lead the Training Department, providing strategic direction, mentorship, and professional development opportunities for staff.
- Guide trainers and assessors (internal and external) to ensure the highest quality of training delivery.
- Develop structured training roadmaps for seafarers and technical personnel, ensuring a sustainable talent pipeline.
- Foster a high-performance culture, motivating the team to drive continuous improvement in training effectiveness and competency development.
Strategic Oversight
- Define and drive the company’s long-term training vision, ensuring a future-ready workforce aligned with PIL’s operational needs.
Stakeholder Engagement:
- Serve as the primary liaison between the company, training providers, regulators, and maritime institutions to enhance training frameworks.
MUST HAVE:
- Master Mariner (COC Class 1) or Chief Engineer (COC Class 1) with unlimited FG certification.
- Bachelor’s or Master’s degree in Maritime Studies, Marine Engineering, Mechanical Engineering, or a related field.
- Extensive experience in maritime training, port operations, ship management, and crew development.
PREFERRED EXPERIENCE:
- Former Master or Chief Engineer onboard ocean-going vessels (Experience in LNG ship is an advantage)
- Experience as a Crew Manager, Training Manager, or Crew Training Manager.
- Strong background in managing technical and operational training programs.
- Excellent knowledge of STCW, MLC 2006, SOLAS, MARPOL, IGF Code, and flag state requirements.
- Experience in simulator-based learning, LNG Dual-Fuel vessel training, and ship-specific competency frameworks.
- Proven track record in budget planning, project management, and vendor coordination for training initiatives.
