We are seeking a highly motivated and experienced Head, Group and Land Procurement to join our Group Procurement team at Pacific International Lines (PIL). This role will manage a team of procurement categories managers, and be responsible to lead and steer PIL Group procurement activities for various categories. You will be responsible to cover areas such as policy formulation, process governance, IT procurement systems, target setting and performance reporting.
You will also be responsible to develop strategies for Land Procurement category that covers depot, rail and truck procurement. You will partner users on indirect procurement such as HR, Admin and Information Technology.
Key Responsibilities:
Group Procurement Excellence
- Develop and oversee PIL global procurement work plan, including setting objectives, KPIs and timelines for key initiatives
- Provide leadership and support on PIL Group Procurement policies and cross functional best practices sharing on an ongoing basis
- Assess and manage procurement related risk, such as supply chain disruptions, compliance issues, vendor risk and developing strategies to mitigate these risks.
- Leading Procurement transformation project to develop and manage common procurement system to enhance compliance and controls, ensuring that organization has necessary IT tools and processes in place to support its procurement strategy.
- Responsible for Global Procurement Committee (GPC) that collaboratively steer the Procurement Strategy and refreshes Work Plan across all categories every 2 months
- Indirect procurement, i.e. travel, admin, IT, etc.
- Monthly updates in SMC meeting for Group Procurement Excellence matters
Landside Procurement
- Strategize for global landside procurement initiatives, contracts, and supplier selections to ensure adequate risk evaluation, cross functional business impact as well as providing check and balance based on four-eyes principle.
- Responsible for driving global vendor performance efficiency, including cost-effectiveness and compliance with regulations and internal control.
- Address, arbitrate and resolve procurement-related challenges involving multi business units and regions.
- Career development and coaching of team members, designing organization structure to enable key talent becoming pipeline for succession planning
- Provide leadership, guidance and support to Regional Office for all landside category related matters from Source to post-Contracting (excluding Payment handled by Finance).
MUST HAVE:
- Degree in relevant disciplines such as Business, Supply Chain Management or related field
- Minimum 12-15 years of relevant expertise in operations, procurement, operations management or related supply chain management positions, preferable in container shipping industry
- Proven leadership capabilities and experience leading a team and leading strategic group initiatives
